Parting off the icicle after establishing the connection to the ball

turn a decorative top to the icicle

Using a 1/4" round skew or other tool of your choice, finish the last drip and turn a decorative top to the icicle. Blend the icicle into the icicle base and taper the base toward the icicle. Sand and finish.

I like a 1/4" skewchigouge for cove cuts like this but a detail gouge will do a nice job as well. Sand and finish.

Make a "V" cut behind the base for a taper. Later this will give a better transition from the ball.

use a parting tool to make a 3/4"  or 5/8" tenon

Behind the "V" use a parting tool to make a 3/4" or 5/8" tenon. Undercut the base slightly, sand and finish.

 leaving about a 1/8" long tenon

Part off the icicle leaving about a 1/8" long tenon. Put this aside where it is safe. We are done with this for now.

Establish a tenon 3/8" diameter

Establish a tenon 3/8" diameter and 1/8" long in the top section.
